The International Organization for Migration says some 60 refugees are believed to have drowned off the coast of Libya. An IOM spokesman said they had learned the disaster from 80 survivors who were brought to safety in Italy.
The Russian security service, the FSB, says 2 of its border guards, who are detained by Ukrainian officials near the annexed territory of Crimea, had lost their way during a training exercise. The head of Ukraine's border guards said the men were taken into custody after their boat came ashore on the mainland. They had not been carrying any documentation.
