北京9月阅兵期间有哪些管制？

8月，北京武警和礼炮队官兵在进行训练，为庆祝二战胜利的阅兵式做准备。

中国将在9月3日举行阅兵式，以纪念第二次世界大战胜利70周年。这是习近平2012年底上台以来，中国首次举行阅兵式，也是自1949年建国以来，中国首次为庆祝抗日战争胜利而举行阅兵。这次活动的准备工作涉及范围非常广。以下是在接下来几周有可能对北京居民和游客产生影响的一些措施：

为方便阅兵演练，北京中心地区的几条道路将在周四和周六禁止通行，一些地铁站也会因此停运。

阅兵演练将于周四和周六晚10点半至次日凌晨4点在天安门广场和长安街沿线进行，这一地区和附近街道将实行交通管制。此外，从晚上11点至演练结束，地铁经过天安门广场附近的几个地铁站将不停车，包括建国门站、东单站、王府井站、天安门东站、天安门西站和前门站。

天安门观城楼已对游客关闭，时间将截止到9月7日。

天安门广场和城楼的翻新工作正在进行，包括更换石板、栅栏和外立面粉刷。长安街路面已经增铺“防爆”层。

中国首都领空已实行航空管制。

8月1日至21日期间，北京地区停售无人机和轻型飞机。自8月22日至9月4日，轻型直升机、热气球、滑翔机和小型航空器飞行等体育飞行活动全面禁飞。

阅兵期间，北京的两个机场将关闭三个小时。

9月3日上午9点半至12点半，北京首都国际机场和南苑机场将不允许商业航班起降。据国家通讯社新华社的消息，很多航空公司已经取消了这一时段的航班。

递寄渠道安全措施升级。

国家邮政局局长马军胜上周表示，为保障举行阅兵和相关活动期间的公共安全，所有进出北京的信件和包裹都在进行过机安检。邮递包裹必须实行实名收递，需查验寄件人名字和身份证。

为提高空气质量，北京将实行车辆限行。

8月20日至9月3日，私家车将依车牌号尾号实行单双号限行，限行时间为每天凌晨3点至午夜12点。同时，80%的政府车辆将全天停驶。公交车、警车和出租车运行将不受影响。军用车辆必须持“准行证”才能上路。

单位和学校放假通知已经发布。

9月3日被指定为“中共人民抗日战争暨世界反法西斯战争胜利70周年纪念日”，与之后两天连起来，同为公共假期。据《中国日报》报道，北京各个中小学已被要求延迟开学时间至9月7日。

北京将配备更多警力巡逻。

公安部副部长黄明已经表示，警察机关必须保证阅兵期间“绝对安全”，保证“在恐怖主义行动实施之前就将其扑灭。”高速路、铁路检查站和和机场安检处的安保工作将会进一步加强，尤其是与北京相关的道路和地点。

北京将摆放大量鲜花。

北京计划自8月23日起为庆典活动摆放280万盆鲜花。据新华社消息，鲜花装饰将包括32个以和平和胜利为主题的大型花圃，以及在天安门广场附近的中山公园布置的多个胜利号角形状的花坛。

Beijing Gearing Up and Locking Down Ahead of Victory Parade

China will hold a military parade on Sept. 3 to commemorate the 70th anniversary of the end of World War II. It is the first military parade since President Xi Jinping took power in late 2012 and the first time a military parade has been held to celebrate the victory over Japan since the founding of the People’s Republic in 1949. Preparations have been extensive. Here are some of the measures that can be expected to affect Beijing residents and visitors in the coming weeks:

Several roads and subway stations in central Beijing will be closed Thursday and Saturday nights this week for parade rehearsals.

The rehearsals will take place from 10:30 p.m. to 4 a.m. in Tiananmen Square and along Chang’an Avenue, and the area and nearby streets will be off limits to traffic then. In addition, from 11 p.m. until the end of rehearsals, subway trains will not stop at stations near the square, including Jianguomen, Dongdan, Wangfujing, Tiananmen East, Tiananmen West and Qianmen.

Tiananmen rostrum is closed to visitors until Sept. 7.

Renovations are underway at Tiananmen Square and Gate, with new flagstones, fences and paint. Chang’an Avenue has been resurfaced with “antiexplosion” materials.

Airspace over the capital is restricted.

Sales of drones and other light aircraft to customers in Beijing are being blocked from Aug. 1 to 21. From Aug. 22 to Sept. 4, aerial activities involving lightweight helicopters, hot air balloons, gliders and aerostats will be banned from Beijing airspace.

Beijing’s two airports will shut down for three hours during the parade.

Commercial flights will be banned or diverted from Beijing Capital International Airport and Beijing Nanyuan Airport from 9:30 a.m. to 12:30 p.m. on Sept. 3. According to Xinhua, the state news agency, many airlines have already canceled flights during this period.

Security around postal deliveries has been stepped up.

All letters and packages to and from Beijing are being scanned to ensure public safety for the parade and related events, Ma Junsheng, director general of the State Post Bureau, said last week. Packages must be registered with the sender’s names and ID.

Motor traffic will be restricted to improve air quality.

From Aug. 20 through Sept. 3, private vehicles will be allowed on the roads only on alternate days, based on odd- and even-numbered license plates. The policy will be enforced from 3 a.m. to midnight. Eighty percent of government vehicles will be taken off the road during this period, but buses, police cars and taxis will not be affected. Military vehicles will need “permission passes” to drive through the city.

Holidays from work and school have been declared.

Sept. 3 has been designated “Victory Day,” and a public holiday. The next two days will also be public holidays. Elementary and secondary schools have been asked to postpone their openings to Sept. 7, China Daily reported.

There will be many more police officers on guard.

Huang Ming, vice minister for public security, has said police forces must guarantee the “absolute safety” of the parade and ensure that “terrorist plots are foiled before they can be carried out.” Security will be intensified at checkpoints at highways, railways and airports, particularly those with links to Beijing.

And many, many more flowers on display.

Starting on Aug. 23, Beijing plans to install 2.8 million flower pots for the celebrations. The floral decorations will include 32 large flowerbeds featuring themes of peace and victory, according to Xinhua, as well as arrangements in the shape of victory trumpets to be erected in Zhongshan Park, near Tiananmen Square.
