The Urban Dictionary has three suggestions for the 'bouge' which has been shortened and affixed to the culturally acknowledged imagining of a punk... the most likely given Scout's proximity to New York as a student at Brown in Rhode Island is number three.
But equally, she and her friends could be referencing a smoking habit, imagined or otherwise.

Fancy, upscale, expensive - relating to 'bourgeoisie.' Can be used as an adjective: 'You dressed so bouge today.' or as a verb 'You need to bouge up this party a bit.'
That outfit is so bouge. or That jacket is so bougie.
