Thousands of Ukrainian protesters blocked access to the country's main government buildings Monday in the latest attempt to bring down the government of President Viktor Yanukovych.

Ukraine’s pro-European demonstrators erected barricades Monday and consolidated their control over Independence Square.
A few blocks away, they surrounded the Government Building, forcing Cabinet ministers and staffers to work elsewhere.
Protesters occupied City Hall, renaming it “Revolution Headquarters.”
Ukrainians are galvanized by two events.
First, President Yanukovych made an abrupt U-turn when he yielded to Russian pressure and decided not to sign a trade and political association pact on Friday with the European Union.
Then, on Saturday, videos were posted on the Internet showing riot police attacking peaceful protesters.

Thailand's prime minister Yingluck Shinawatra says she cannot comply with demands by the anti-government opposition because they are unconstitutional.

Philip Goldberg presented his credentials to President Benigno Aquino on Monday morning.Then he made his pitch on state-run television for an agreement under negotiation that would see more visits from U.S. military forces to the Philippines.
Goldberg said the ongoing typhoon relief operations by American forces are a good example of the kind of assistance that would be boosted by the agreement.
“The ability to have that a little bit faster and more efficiently will always be of help. "
The Philippines has reiterated that terms must comply with its constitution, which does not allow permanent basing by outside countries.

In Washington,President Barack Obama has announced a $100 million initiative to increase research into a cure for HIV.
He made the announcement on Monday to mark World AIDS Day, which was Sunday.
More than 25 million people have died globally from HIV/AIDS since 1981, making it one of the most destructive pandemics in history.
